Template Risks
You can have risks in the library that are templates for users to make new risks from. Template risks will not allow users to edit or import the original, they will come import in to a register as a copy (a new risk) the person importing the risk can then edit and change the risk details as required.
Create a new top level division called "template"
In the admin section, go to Divisions and add a new top level (no parent) division called template
Assign template risks to the division template
Import or add your template risks to the Risk Library and assign them to the division template.
Make any further required detail changes then save the risk
Assign template to users division
Assign template to all users who should be allowed to make risks from the template
